Assessment Validation Made Simple: Guide to Validating Assessments

RTOs have numerous responsibilities post-registration, including annual declarations, AVETMISS reporting, and ensuring marketing compliance. Among these tasks, validation often stands out as particularly challenging.

We've covered validation in many articles, but it's worth re-examining. ASQA defines it as a quality review of the assessment procedure.

Essentially, validation is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting.

As per Clause 1.8 of the SRTOs 2015, RTOs are required to ensure that their assessment systems, including RPL, meet training package requirements and are conducted following the Principles of Assessment and Rules of Evidence.

The standards require RTOs to perform two types of validation.

The primary validation type ensures compliance with the training package requirements for your RTO's assessments.

The subsequent validation type ensures assessments are in line with the principles of assessment and rules of evidence.

It suggests that validation takes place before and after the assessment. This article focuses on the first type—assessment tool validation.

What are the Two Types of Assessment Validation?

Defining Assessment Validation

As mentioned earlier and in one of our previous blog posts, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.

On the other side, post-assessment validation pertains to the implementation, requiring Registered Training Organisations to adhere to the Principles of Assessment and Rules of Evidence.

Our focus here will be on assessment tool validation.

Steps to Perform Assessment Tool Validation

Understanding the two types of validation allows us to delve into the specifics of assessment tool validation.

Ideal Times to Conduct Assessment Tool Validation

Assessment tool validation is intended to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.

This implies that any time new learning resources are obtained, assessment tool validation must be done before student use.

No need to wait for the next validation schedule in your 5-year cycle. Validate new resources immediately to ensure they’re suitable for students.

Nonetheless, there are other reasons to conduct this type of validation. Perform assessment tool validation when you:

- resources are updated
- your scope includes new training products
- reviewing your course against training product updates
- identifying your learning resources as a risk during your risk assessment

ASQA applies a risk-based regulation approach, expecting RTOs to do regular risk assessments. Hence, student complaints about learning resources are a good reason for assessment tool validation.

Which Training Products Should You Validate?

Remember, this type of validation is to ensure all learning resources are compliant before use. All RTOs should validate all unit resources.

Key Resources for Assessment Tool Validation

Instructional Resources

Given that you are validating your assessment tools, you will need the complete array of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – assess its appropriateness as an assessment tool. Confirm clear instructions and adequate answer fields. This is a common problem.

Assessor guide/marking guide – also verify if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable assessment outcomes.

Other related resources – may consist of checklists, registers, and templates created separately from the workbook and marking guide. Validate them to ensure they are appropriate for the assessment task and address unit requirements.

Assessment Validation Team

Clause 1.11 details the requirements for validation panel members, noting that validation can be conducted by one or more people. Generally, RTOs require participation from all trainers and assessors and may include industry experts.

The members of your validation panel must collectively have:

Vocational competencies and current industry skills applicable to the unit being validated

Up-to-date expertise and skills in vocational teaching and learning

Either one of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its replacement

Validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

ASQA does not specify a recommended or required template for assessment tool validation, but many templates are accessible online. These tools usually have validators review the tools in their entirety to ensure they meet the principles of assessment.

Though these templates simplify validation, they can lead to judgment errors due to limited space for comments on each assessment item.

Assessment Principles
Fairness – Does the assessment provide equal opportunity and access to all participants?

Flexibility – Does the assessment offer various ways to demonstrate competence according to different needs and preferences?

Validity – Does the assessment evaluate what it is meant to evaluate? Is it a valid tool for measuring the required skill or knowledge?

Reliability – Will the assessment yield consistent results each time, regardless of the trainer? Will different assessors make the same decision on skill competence?

Essential Rules of Evidence

Validity – Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to ensure the learner has the required skills and knowledge?

Authenticity – Is the assessment tool confirming that the work is the candidate’s own?

Currency – Are the assessment tools based on current units of competency and modern industry practices?

Despite these being frequently addressed in VET professional development and nationally recognised training, heaps of tools still have problems with these requirements.

To prevent employing learning resources that miss some unit requirements, be sure to follow these guidelines:

Practice Your Teachings

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

change nappies

bottle preparation, bottle-feeding babies, and cleaning equipment

solid food prep and feeding babies

respond to baby signs and cues appropriately

settle babies for sleep and prepare them

monitor and support age-appropriate physical exploration and gross motor skills

Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All or Nothing

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Give More Specificity

Each assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, ensure your instructions are clear and not confusing for students or assessors. For instance:
What kind of information can be included in a work package?

Answers might include:

Required materials

Appropriate costs

Activity timeframe

Assigned roles and responsibilities

If an assessment item demands multiple answers, specify how many answers a student must provide. This ensures your assessment is reliable, and the evidence gathered is valid.

This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental concern in the work area and choose the most effective hazard control hierarchy.

Answers may include, but are not necessarily limited to:

Weather conditions – isolating the work area, engineering controls, PPE

Work area and ground conditions – elimination, isolating, engineering controls

People – isolation, engineering, administrative controls

Structural hazards – substitution, isolation, use of engineering controls

Chemical hazards – isolation, engineering, administrative controls

Equipment or machinery – isolation, engineering, administrative controls

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.

Seeing these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees mean you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s wiser to take a safe and compliant approach.
